<p>Çalışmada, TÜİK tarafından yayımlanan girdi-çıktı tabloları kullanılarak Leontief girdi-çıktı modeli uygulanmış; sektörlerin emek katsayıları, istihdam çoğaltanları, dolaylı istihdam etkileri ve faktör kullanımları karşılaştırmalı olarak incelenmiştir. Analiz sonuçları, Türkiye ekonomisinde istihdam yaratma kapasitesinin kamu yönetimi ve eğitim gibi geleneksel kamu hizmetlerinden seyahat acenteleri, turizm ve istihdam hizmetleri gibi sektörel dağılımda belirgin bir kayma yaşadığını işaret etmektedir. 2023 yılı itibarıyla istihdam hizmetleri ve üye olunan kuruluşların hizmetleri sektörlerinin çoğaltan etkisinin arttığı, buna karşın sanayi sektörlerinin istihdam yapısında önemli bir yapısal değişim gözlenmemiştir. Ayrıca, elektrik, gaz ve iklimlendirme sektörü stratejik girdi olma özelliğini korurken, havayolu taşımacılığı ve inşaat sektörlerinin dolaylı faktör kullanımındaki ağırlığı artmıştır. Sonuçlar, sanayi sektörünün istihdam yaratma hususunda yetersiz kalması ve hizmetler sektörünün dengesiz büyümesi sebebiyle, Türkiye ekonomisinde var olan yapısal kırılganlık riskine işaret etmektedir. Bulgulara göre, sanayi sektörünün istihdam esnekliğini artıracak ve sektörel dengeyi sağlayacak stratejilere öncelik verilmesinin gerekli olduğu değerlendirilmektedir.</p>

<p><strong>An Empirical Analysis of the Sectoral Transformation of Employment and Multiplier Effects in the Turkish Economy</strong></p>
<p><strong>Abstrac</strong>t</p>
<p>This study applies the Leontief Input-Output model using input-output tables published by the Turkish Statistical Institute (TÜİK); it comparatively examines the labor coefficients, employment multipliers, indirect employment effects, and factor uses of the sectors. The analysis results indicate that the employment creation capacity in the Turkish economy has experienced a significant shift from traditional public services, such as public administration and education, to service sub-sectors, such as travel agencies, tourism, and employment services. As of 2023, it was determined that the multiplier effect of the employment services and member organization sectors increased, while no significant structural change was observed in the employment structure of the industrial sector. In addition, while the electricity, gas, and air conditioning sector retains its strategic input status, the weight of the air transport and construction sectors in indirect factor use has increased. The results point to the structural fragility in the Turkish economy due to the inadequacy of the industrial sector in creating employment and the unbalanced growth of the services sector. The findings suggest that we should prioritize strategies that enhance the industrial sector’s employment flexibility and maintain sectoral balance.</p>

<p>This paper examines the relationship between regional development and innovation through the analytical lens of Regional Innovation Systems (RIS). Building on the evolution of RIS theory—from first-generation cluster-based approaches to Smart Specialisation (RIS3) frameworks—the study critically evaluates the conceptual foundations, policy assumptions, and governance challenges embedded in contemporary regional innovation strategies. While RIS3 represents one of the most sophisticated policy instruments in regional innovation governance, its effectiveness remains contingent upon institutional capacity, absorptive capacity, and multi-level coordination mechanisms, which are often unevenly distributed across regions. The paper enhances the notion of the regional innovation paradox to explain why regions most in need of innovation-driven development frequently lack the institutional and demand-side capabilities to effectively utilize innovation funds. Moving beyond existing frameworks, the study proposes a next-generation RIS perspective grounded in knowledge governance, democratic participation, transparency, and conflict management. Within this conceptual framework, the twin transitions of digital and green transformation are positioned as critical drivers reshaping regional innovation ecosystems. The findings suggest that successful regional innovation strategies require not only technological upgrading and sectoral prioritization but also strengthened institutional sustainability, improved governance quality, and enhanced firm-level absorptive capacities. The paper concludes that regional innovation policy must evolve toward more inclusive, mission-oriented, and governance-sensitive models to ensure long-term regional resilience and sustainable growth.</p>

<p><strong>Bölgesel Yenilik Sistemlerinin Evrimi ve Bölgesel Yenilik Paradoksu</strong></p>
<p><strong>Öz</strong></p>
<p>Bu makale, bölgesel kalkınma ile yenilik arasındaki ilişkiyi Bölgesel Yenilik Sistemleri (Regional Innovation Systems – RIS) analitik çerçevesi üzerinden incelemektedir. RIS teorisinin ilk kuşak küme temelli yaklaşımlardan Akıllı Uzmanlaşma (RIS3) çerçevelerine uzanan evrimini temel alan çalışma, çağdaş bölgesel yenilik stratejilerinin kavramsal temellerini, politika varsayımlarını ve yönetişimle ilgili zorluklarını eleştirel bir bakış açısıyla değerlendirmektedir. RIS3, bölgesel yenilik yönetişiminde geliştirilen en kapsamlı politika araçlarından biri olarak kabul edilse de, etkinliği büyük ölçüde bölgeler arasında eşitsiz biçimde dağılan kurumsal kapasiteye, özümseme kapasitesine ve çok düzeyli koordinasyon mekanizmalarına bağlıdır.</p>
<p>Makale, bölgesel yenilik paradoksu kavramını geliştirerek, yenilik odaklı kalkınmaya en fazla ihtiyaç duyan bölgelerin, yenilik fonlarını etkin biçimde kullanabilmek için gerekli kurumsal ve talep yönlü kapasitelere çoğu zaman sahip olmadığını açıklamaktadır. Mevcut yaklaşımların ötesine geçen çalışma, bilgi yönetişimi, demokratik katılım, şeffaflık ve çatışma yönetimi ilkelerine dayanan yeni nesil bir Bölgesel Yenilik Sistemleri perspektifi önermektedir. Bu kavramsal çerçevede, dijital ve yeşil dönüşümden oluşan ikiz dönüşüm, bölgesel yenilik ekosistemlerini yeniden şekillendiren temel itici güçler olarak konumlandırılmaktadır.</p>
<p>Çalışmanın bulguları, başarılı bölgesel yenilik stratejilerinin yalnızca teknolojik gelişmeye ve sektörel önceliklendirmeye değil; aynı zamanda kurumsal sürdürülebilirliğin güçlendirilmesine, yönetişim kalitesinin iyileştirilmesine ve firma düzeyindeki özümseme kapasitesinin artırılmasına da bağlı olduğunu göstermektedir. Sonuç olarak makale, uzun vadeli bölgesel dayanıklılığı ve sürdürülebilir büyümeyi sağlayabilmek için bölgesel yenilik politikalarının daha kapsayıcı, misyon odaklı ve yönetişim duyarlılığı yüksek modellere doğru evrilmesi gerektiğini savunmaktadır.</p>

<p>Keynes’s Principle of Effective Demand is widely recognized not only as a major theoretical innovation but also as one of the core concepts uniting various post-Keynesian strands. However, Keynes’s own treatment of the Principle of Effective Demand — known as the Z/D model and identified by himself as central to his attempt to fundamentally refute Say’s Law — has been ignored or even outright rejected by many post-Keynesians on the grounds that it remains too deeply rooted in mainstream economics.</p>
<p>This paper addresses such criticism by emphasizing that any evaluation of the Z/D model must take into account the paradigmatic shift Keynes sought to initiate.</p>

Bununla birlikte, Key-nes’in Efektif Talep İlkesinin —Z/D modeli olarak bilinen ve Say Yasası’nın Keynes tarafından reddedilmesi çabasının merkezinde yer alan— kendi değerlendirmesi, pek çok post-Keynesyen tarafından, anaakım iktisada çok fazla dayandığı gerekçesiyle gözardı edilmiş veya açıkça reddedilmiştir.</p>

<p>This study examines the effect of institutional quality on gross capital formation independently of income, using a balanced panel of 118 countries over the period 2002–2022. A composite governance index is constructed from the six Worldwide Governance Indicators via principal component analysis and residualized on GDP per capita, yielding a measure of institutional performance that is orthogonal to income by construction and captures whether each country governs better or worse than its level of development would predict. Fixed-effects panel regressions with Driscoll–Kraay standard errors show that this income-adjusted institutional quality index exerts a positive and statistically significant effect on investment whether measured in absolute terms or as a share of GDP, with near-identical coefficient magnitudes across both specifications. A panel threshold regression does not separate rich from poor countries but distinguishes countries whose institutional performance falls short of income-level expectations from those that meet or exceed them, implying that marginal governance improvements yield the strongest investment response precisely where institutional capacity is weakest relative to development level. The findings carry direct implications for the targeting of institutional reform support: income-adjusted governance benchmarks, rather than absolute rankings, should guide the prioritisation of reform assistance.</p>

<p class="p1">Bu çalışma, kurumsal kalitenin brüt sermaye oluşumu üzerindeki etkisini gelir düzeyinden bağımsız olarak incelemekte; 2002–2022 dönemini kapsayan 118 ülkeli dengeli bir panel veri seti kullanmaktadır. Dünya Bankası’nın altı Dünya Çapında Yönetişim Göstergesinden temel bileşenler analizi aracılığıyla oluşturulan bileşik bir yönetişim endeksi, kişi başına GSYİH’ya göre artık değer alınarak, yapısal olarak gelirden bağımsız hale getirilmektedir. Bu sayede elde edilen ölçüt, her ülkenin kendi gelişmişlik düzeyinin öngördüğünden daha iyi ya da daha kötü yönetilip yönetilmediğini ortaya koymaktadır. Driscoll–Kraay standart hataları ile tahmin edilen sabit etkiler panel regresyonları, gelir ayarlamalı kurumsal kalite endeksinin yatırım üzerinde ister mutlak düzeyde ister GSYİH’ya oran olarak ölçülsün istatistiksel açıdan anlamlı ve pozitif bir etkiye sahip olduğunu; üstelik her iki tanımlama biçiminde de katsayı büyüklüklerinin birbirine çok yakın kaldığını göstermektedir. Panel eşik regresyonu, zengin ve yoksul ülkeleri birbirinden ayırmamakta; bunun yerine kurumsal performansı gelir düzeyi beklentisinin altında kalan ülkeleri, bu beklentiyi karşılayan ya da aşan ülkelerden ayırt etmektedir. Bu bulgu, kurumsal kapasitenin gelişmişlik düzeyine kıyasla en zayıf kaldığı yerlerde marjinal yönetişim iyileştirmelerinin en güçlü yatırım tepkisini ortaya çıkardığını göstermektedir. Elde edilen bulgular, kurumsal reform desteğinin hedeflenmesi açısından doğrudan sonuçlar doğurmaktadır: reform desteğinin önceliklendirilmesinde mutlak sıralamalar değil, gelire göre ayarlanmış yönetişim kıyaslamaları esas alınmalıdır.</p>

<p class="p1">The primary aim of this paper is to explore the impact of real-life income fluctuations on individuals, focusing specifically on “gain-loss asymmetry”—a phenomenon where losses exert a more pronounced psychological effect than equivalent gains. By analyzing data from the German Socio-Economic Panel (SOEP), this study evaluates the effects of actual income changes on experienced utility, distinguishing between real income variations and anticipated changes. Self-reported life satisfaction is used as a proxy for experienced utility, with income changes determined by comparing current net real household income to that of the previous five years. Employing an ordinary least squares model with a two-way fixed effect estimator, our findings reveal that income losses significantly and negatively affect life satisfaction compared to equivalent gains, with the exception of the first lag. Beyond the first lag, losses exert a significantly greater impact than gains. Notably, the gain-loss asymmetry is more pronounced among middle-income individuals, while categorical losses are more impactful for higher-income groups.</p>

<p class="p1"><span class="s1">Bu </span>çalışmanın temel amacı, gerçek hayatta yaşanan gelir dalgalanmalarının bireyler üzerindeki etkisini incelemek ve özellikle “kazanç–kayıp asimetrisi” olarak adlandırılan olguya odaklanmaktır. Bu olgu, kayıpların psikolojik etkisinin, eşdeğer büyüklükteki kazançlara kıyasla daha güçlü olmasını ifade etmektedir. Alman Sosyo-Ekonomik Paneli (SOEP) verileri kullanılarak gerçekleştirilen bu çalışmada, gerçekleşmiş gelir değişimlerinin deneyimlenen fayda üzerindeki etkileri analiz edilmekte ve fiili gelir değişimleri ile beklenen değişimler arasında ayrım yapılmaktadır.</p>

This book review focuses on the work “The Political Economy of Economic Development and Industrialization in East Asia” by Ali K. Akkemik. The book centers on the development and industrialization strategies implemented by the Newly Industrializing Economies (NIEs), such as Korea, Taiwan, China, and Southeast Asian countries, from the post-World War II period to the present. The book examines industrialization processes and policies in East Asian countries from a heterodox economics perspective, blending<br />
conceptual and theoretical discussions in development economics with the experiences of the regional countries. Analyzing each country’s development experience individually through a historical perspective, the book both opens the “East Asian Miracle” concept<br />
to discussion within a regional framework and reveals differences among the countries. Notably, the book is a significant contribution to Turkish literature and a fundamental resource for readers interested in the economic rise of East Asia.</p>

Günümüzde üst gelir grupları karbon emisyonlarına orantısız bir şekilde katkıda bulundukları için, iklim sorunlarının çözümünde bu gruplara yönelik politikalar önemli hale gelmiştir. Bu bağlamda bu çalışma, 1985-2021 yıllarına ait verileri kullanarak Türkiye’de<br />
servet vergisi ile karbon emisyonları arasındaki potansiyel ilişkiyi ampirik olarak incelemektedir. Dinamik ARDL simülasyon yaklaşımı ile edilen sonuçlar, servet vergilerinde %20’lik bir artışın karbon emisyonlarında ölçülebilir bir azalma ile ilişkili olduğunu göstermektedir. Bu durum, KRLS yöntemi ile de doğrulanmaktadır. Bulgular, iklim adaletini destekleyebilecek ilerici vergilendirme stratejilerinin tasarlanmasına ilişkin içgörüler sunmaktadır.</p>
